Vivian L. McCutchen, CFE is a Muscogee (Creek) tribal member and currently serves as the Chief Executive Officer of Muscogee Nation Businesses. Additionally, she manages Muscogee Staffing Solutions, LLC and serves as the Facility Security Officer. Vivian is a multi-disciplinarian with over three decades of Operation Management experience in Federal government and commercial services in combination with various other disciplines which include: Industrial Security, Fraud Examination, Process Improvement, and best practice principals in a variety of business settings.
Vivian has a passion for economic development. Her work includes developing strategic business strategies, incubating new business models, and building out programs to operate more efficiently, effectively and create employment and economic opportunities to the Tribal citizens.
Vivian has excellent working relationships with the various Federal agencies, Tribal government, and Industry peers. Under Vivian’s leadership the Muscogee Group of Companies has seen a tremendous, sustained business growth in last 5 years and set a leading example of the business acumen, ethics, and operational excellence for comparable small businesses.
Embracing the core values of integrity, innovation and growth, Vivian considers herself to be a life-long learner. She stands firm on the belief that education and continuous personal improvement enhances professional performance; in turn, providing value to the capacity in which one serves. Vivian is a graduate of the University of Oklahoma College of Law, with a Master of Legal Studies in Indigenous Peoples Law, her undergrad was also completed at the University of Oklahoma in Criminal Justice and gained her associate degree in accounting from Bacone College.
Vivian has served as the Facility Security Officer for the Muscogee group of Companies since 2008, after completing the Facility Security Officer Curriculum required by the Defense Security Service. Serving as a Facility Security Officer, Vivian is a member of NCMS, the Society of Industrial Security Professionals and has previously served as the Native Nations Coordinator, for the Sooner State Chapter.
Vivian became a Certified Fraud Examiner in 2009. She is an active member of the Association of Certified Fraud Examiner’s, which is a credential recognized and accepted worldwide as the standard of professional excellence in the anti-fraud profession.
In addition, Vivian holds several certificates of completion for courses at Defense Acquisition University, U.S. Small Business Administration Federal Contracting Training, The Center for Development of Security Excellence, Naval Sea Systems Command and the U.S. General Services Administration, Federal Acquisition Service. Vivian has also completed George Mason’s University’s Master’s Academy in Government Contracting and is a graduate of the U.S. Small Business Administration’s Emerging Leaders Program in 2021.
Vivian has served under the Business and Commerce Committee for the Mvskoke Reservation Protection Commission and is the current President of the Executive Committee of the Muscogee (Creek) Nation Scholarship Foundation.
